Recommendation on second chance learning pathways leading to a qualification of secondary education (11/09/2010)
The Vlor considers that it is important that a wide range of learning pathways exist that lead to the qualification of secondary education, but asks that the government coordinates better the quality and reference frameworks of those different pathways.
The Vlor expects from the minister a clear policy vision on the second chance function of adult education. That vision should be underpinned by the necessary preconditions in terms of framing, learning support, student loans, etc..
Policy should invest in preventing unqualified school leaving from compulsory education, but also in the remediation of that school leaving through second chance learning pathways. For both aspects, there is a need for data collection and research.
