Foundations of Early Childhood Education

A Strong Start For Every Child

Education policy is increasingly focusing on young children. High-quality education for young children has a significant impact on their social, physical, and cognitive development, as well as on their later educational trajectory. Investing in this benefits both the child and society as a whole.

To explore future directions for early childhood education, the Flemish Education Council engaged in dialogue with a diverse group of researchers with specific expertise in early childhood education and/or care. This resulted in the publication of a strategic exploration in the spring of 2023, providing a well-founded framework for debate both within and beyond the Vlor, as well as for future policy work.

Based on this strategic exploration, the Flemish Education Council has identified five fundamental principles of early childhood education. The council views these principles as the foundation for a coherent policy on early childhood education. They serve as long-term benchmarks for future policy proposals and the collective development of early childhood education wich:

  • Early childhood education ensures broad accessibility.
  • Early childhood education integrates learning, care, and play.
  • Early childhood education provides warm and smooth transitions.
  • Early childhood education offers a rich language-learning environment.
  • Early childhood education fosters a reciprocal partnership between school and parents.
